Deer in NJ dont starve to death at least in my 27 years of hunting in Monmouth and Ocean Counties I have never seen it. For the state it is all about money!!!! A resident hunter who hunts all deer seasons spends close to $200 per year on permits and liciences. With theese liberal seasons permit sales are way up. KUDOS to the DEP.
