They sell deer skulls that are made for the reason you want or just find you an old skull and cut off the horns where they connect to the skull,drill into the skull plate about 3/4 inch and do the same to the horns and and put some bondo in the holes and,take a dowel rod or a peice of wire insert into holes arrange in the fashion that you want let them dry and you have done it.
