good thing about thieves is that they are not notoriously smart. also most thieves love to run their mouth. go to any local stores (especially hunting stores) and post reward signs. even if you only offer 50 bucks for info leading to an arrest. chances are, the thief is a scumbag in other areas too. he will have run his mouth to the wrong guy at some point and you'll get him! at least its worth a shot.
