The way I come up with out-of-state areas to hunt is to get the NWTF population density map and the NWTF subspecies distribution map. This way I can look for the particular subspecies that I want and also make sure that it's got the density to make the trip worthwhile. Then I look on different state maps to find public land that's available.
Actually, the year that I went to CO, I really wanted to go to the Black Hills in Wyoming (NE corner) but the lady told me that it was a draw only area. Turns out that she was WRONG and it was over the counter for that area but by going to Colorado I was able to see my grandmother for what turned out to be the last time.
Yes, in 1999 it was an over the counter tag. I had mine ahead of time and my son was able to get his from the Cons. Dept. office in Denver the day before we hunted.
