UT - 1/2 of 1% down

TN - 1/10 of 1% up
IL - 3% up
MO - 4% up
IN - 4% up
MN - 8% up (increase in tags apparently the reason for increase)
WI - 9% up (no change in hunter success rate - increase in tags accounted for the increase)
