If I understand it right, crows are a migatory bird just like waterfowl and doves, From what I've been told you need a fed migratory stamp and a small game licence. Not sure is you need a state stamp or not. Best thing to do is caontact your local WDFW reginol office or go to their web site for info on all your questions and make sure you right down the name of the person you talked to just in case you are given bad info.
