I have no problem with out of state hunters but I think the ruling is very wrong. Residents should be garanteed so many tags to hunt their own state. In our limited entry elk hunts many of the hunts only have 15-20 tags with 2 or 3 going to non-residents. If enough people got wind of this and started applying it would make already difficult odds sky-rocket and in theory there could be many hunts where no residents get a tag.
