Your best group size is acceptable, but the fact that you cannot get this size consistently may not be. It all depends on how much larger the groups tend to be. IF 99% of your shots stay within say 1.25" @ 100 yards, and 2.5" or less at 200 yards, your rifle is shooting plenty well enough for hunting.
(BTW, both IMR 4350 and IMR 4831 are on the fast side in the 7 Mag. I find H4831, RE 22, and IMR 7828 all better suited in it with bullets over 150 grains in weight!)
