Since you mentioned "lure", I don't think you'll be fly fishing..In that case, I have seen others have the most success in early stream trout fishing by using worms, salmon eggs or power bait, and fishing off the bottom. Bouncing it off the bottom and keeping the bait moving is the key here. Trout are natural bottom feeders, and keeping the bait as close to the bottom as possible and not let it just sit there should help.
