Hoyt, I think there is a huge difference between 429 and 387. 429 is pretty much demonstrated mastery of the class and 387 is a great day for the average guy. Hunter class is fine, then create a novice class with a point system to move the good shooters onward and allow the new guys a class to shoot in without paying the way for serious competitive shooters.
