Colorado has the most elk and over the counter tags (no drawing). They also have draw only elk hunts. Price for the tag next fall will be $470. For a private land tresspass hunt (no guide) expect to pay $1000-2000. For a guided hunt expect to pay $2500-3500. For the most part, private land will hold the best elk hunting. However, some guides pack you in to a wilderness area and have some really great hunting areas.

The prices I have quoted you are about average for a good hunt with a 50-60% chance of getting a shot at a bull elk. Odds would be higher and prices lower if he went on a cow hunt. The tag for them is only $250 and guide fees would be less.

I also know some good areas in Montana to go and you could get a guide for nothing if you have any kind of a hunt for trade (whitetail?). I have been there twice and killed 2 bull elk. However, the tag is $638 and is by drawing only. Usually you don't get draw the first year, but do the second.

By the way, does he bowhunt or blackpowder hunt? I consider the blackpowder hunt to be my ultimate experience. Bowhunting is ok too, but you have to get really close (30 yards) whereas with a blackpowder you can shoot up to 100 yards. Being in the woods when the elk are bugling (bowhunting and blackpowder seasons) is the ultimate experience even if you don't pull the trigger. You do have to apply for that tag though, but he would still have a chance even on the first try.
