I've never tried it - but from what I understand - if you do not plow or disc really well, the plot will only be mediocre at best. If you decide to do the soil prep like the intructions say - you might as well plant a perenial crop like Imperial Whitetail clover or one of the other plots you will read about on this board.

If you decide to just scatter it on the ground - some will come on but could very easily be out done by the native vegetation. If you do this - consider overseeding it with a clover mixture and keeping it mowed after the first year - Just mowing will allow a good amount of clovers to establish in the few years to come - keep in mind that most of the no plows are mixtures of annual seeds and will not come back the next year, even if they establish.
