fishon01, first, welcome to the board! As to your question, there are several variables that also influence how shootable a bow is for a particular archer, but a definate rule of thumb is, yes lower brace height is more difficult to shoot accurately. I have shot bows from 9" brace height down to 5" brace height. I have some bows with a brace of 6.5" that shoot fairly accurate. Any lower than that, I have never found a bow to be what I would call accurate. Lower brace height is generally faster, but at a price.
