When I was a boy in eastern Kentucky, they put the dog in a bulap bag, tied it to a tree limb, and had target practice. It was done somewhere on the neighbor's property. The bag was left hangin so he would find it. That might work, but it is awful mean and extreme.

You could get a havahart trap and trap a skunk or two. When the dog comes around, let the skunk loose (keep the trap covered and the skunk won't spray you). Then chase the dog away from your property. After doing this several times, the owner will probably take care of the dog himself.

Another idea. Load the dog into your car/truck and take it to the nearest big city and let it loose. He'll find plenty of garbage cans until the dog warden finds him.
