check your local county ordinace,believe it or not most county and states have leash laws that apply to cats and dogs.i live in the country so to speak,and they passed a law a few years ago that only during hunting seasons can dogs be free roaming and even then it cant be excessive.I have heard of cases that a county employee has deemed a dog a house pet and not a hunting dog and took it away.but first try talking to the neighbor,,and be careful in your actions,be polite and friendly,and keep a cool head.also try talking to the game warden for your area,tell him of the kittin killings,he may help.ours tell us ,if its a free roaming dog and shows aggresion to people,pets,or wild animals,shoot it.or let them know and they will.
