Default free-roaming dog problem

We just recently got some new neighbors.

They are the redneck/white trash type. Now for y'all that are true rednecks, don't get all fired up!!! I've got a redneck streak in me a country mile wide...

Like I said,"white trash type".

Now for the problem.

They have a mutt that roams freely around the neighborhood. We're living out here in the country where nobody ties their dogs up. They just teach 'em to stay at home. This dog has killed off both of my lil' brothers kittens. I don't care for cats at all, but it pisses me off that someone elses critter comes on our property and kills our critters. We also just got a cute little puppy to replace our Siberian Husky that died... The neighbors mutt has had our pup in the crosshairs a few time but our little pup fits in holes where the big mutt don't, so he got away.

I had decided that the "Three S" solution would be the best option and I took appropriate steps and prepared all the hardware.

Yesterday the neighbors kids were down playing by the crick. They had their mutt with them. They were having a little too much fun with him and now (softy that I am) I don't have the heart to cap him next time he shows up.

So, is there ANY nonlethal method to prevent that dog from coming unto my property... other than giving our pup (shepherd/chow cross) some steroids and tellin' him to grow up fast?!?!?
