Deer will bed down during heavy rain or high winds. They don't feel safe moving about. They'll usually travel only very short distances from their beds, and that's just to grab a snack and a drink when needed. Remember, you are not the only predator in the woods they have to watch out for.

I find it best right after a rain. The ground is soaked and quiet, and the deer will be up moving since the pounding has stopped.
