The bag limit (in Pennsylvania) on does and the specific antler restrictions vary from county to county depending on density and other factors. I'm not sure I'd call that a "one policy" method.
You are correct vc1111, and Alt also implemented a tougher antler restriction on the western half of the state, so it is tailored a bit. The jist of what I meant by that is that doe harvests were increased statewide, and while they were increased at varying levels, I'm not sure any increase was justified in some areas. This is just my opinion of course, as noone that I know of has produced a sensible deer demographic. It's too vague and inaccurate to say there are X number of deer per acre in Pennsylvania when I hear of people not seeing deer sign, much less deer in some areas. At the same time, I live close to a property closed to hunting in which over 205 deer were counted at once. These were packed into about 3 acres!

I would be more comfortable (or maybe more apprehensive?) with Alt's plan if I was able to see how the numbers are tabulated. The experience of hunters, even experienced and aggressive hunters, points to an inaccuracy in how these numbers are arrived at.
