It is legal to shoot marked or tagged game in Alaska, but you have to notify the department of when and where you took it. The tag or collar must be returned to the department though.

It is spelled out right in our regulations of what to do, I'd suggest to your neighbor that he look into the regs or call the department. No sense risking a hunting violation over something like this.
