I wouldn't take a shot at a bear with 00 buck at 50 yards. That's ridiculous. The spread pattern for buck shot typically runs at an inch per yard. So at 50 yards, you get a 50 inch spread pattern. Figure with that equation how many pellets actually hit the bear? 50 inches is just short of 4 feet. With a 4 foot spread, the guy probably only had maybe 2 pellets hitting that bear. Additionally, I'd be willing to bet an entire pay check that the pellet(s) from the first shot that did hit the bear at that range ended up hitting the bear in a non vital area like the legs etc...

Secondly, I'd be willing to guess that the pellet(s) that did hit the bear lost so much energy at that range, that it only caused much pain and agony on the bear before it was finally brought down with the other two shots.

What an amateur hunter at best. Shouldn't be hunting bears with a scattergun in the first place, unless one knows what he/she's doing and knows the limitations of one's equipment!
