I have had a PA CCWP for 23 years now. Unless they have changed the law, you may not carry in a class #1 city either. To the best of my knowledge, Philadelphia is the only city that this applies to.

I admit to not keeping up with any regulation changes though. I know as much today about it as I did when I first got my permit in 1981.
