There is a show called Myth Busters on TLC (or maybe Discovery) that proved false the concept of a bullet made of ice or even meat.

Nothing made of ice (water or hamburger were tested) held together when the shot was fired. Heat and pressure of the gunpowder caused the projectile to vaporize when it left the barrel.
