Default Reloading non-toxic shot

For those who reload your own non-toxic shotshell loads (steel, bismuth, tungsten, etc.), how do you prove to the game warden that it's non-toxic? I shoot a 16 gauge that I've never hunted with, and I would like to. But finding non-toxic loads for a 16 gauge isn't easy. And by the way, it's a modern gun so it will handle steel or other non-toxics.
