That is inclusive of out of control government which is why the government is working so hard to take that 2nd amendment right away from you. The first and second amendments are our defense against a tyrannical government. 1rst is for speaking out against such tyranny to gain support and the second is to defend the first.
My belief is that the second amendment is absolutely clear and that the government has absolutely NO legal right to interfere in ownership or carry of ANY weapon that military personnel can carry into battle. The second amendment was designed for us to be able to defend ourselves against both foreign and domestic militaries. Fighting with what we are currently allowed to own without going through tons of paperwork and intrusive investigations and money is pretty much like taking a knife to a gunfight.
I get hammered every time I speak my peace on this subject. I see absolutely no where in the Second Amendment any exceptions to whose rights may or shall be infringed. Or any where in it that makes exceptions for what type arms may be owned. Now don't misunderstand Me I am not advocating that Violent Felons should own guns. Criminals are said to have paid their debt to society after their release. If they cannot be trusted in Society with a gun, Then WHY ARE They trusted back into Society at all. And what I or anyone believes is a practical gun is for hunting or defense is irreverent in the terms of SHALL NOT BE INFRINGED. Democracy/Majority Rule infringes on individual rights all the time, a lot. We call them Common Sense Laws for our safety, as Jackyyy has pointer out. Common Sense really is not a Common thing. The Wolves do not want to face a well Armed Lamb contesting their Democratic Majority vote on who is for supper. We have made so many Common sense exceptions to Shall not be infringed, our right has been eroded with our help.

As marquesgriffin pointed out "
The bigger concern for some seems to be the potential domino effect. If this ban is passed, could it pave the way for restrictions on hunting rifles in the future? This is a common worry among gun rights advocates, and it's worth considering the long-term implications of any gun control legislation."
Or another Quote:"Those Who beat their swords into plowshares end up plowing for those who don't".
