Walmart, Dicks sporting goods, or Galyans sound like the way to go on that. You can get a Savage 30-06 for under 400 with a scope. It's not a great scope but it will do you till you can upgrade. Walmart also carries the Weatherby rifles that are in that pricerange. I havn't fired one myself but I have seen them make some very impresive patterns on the range. I have a Savage package gun(gun and scope) and I love mine. The accuracy is very good and it's a nice rugged weapon. Good luck.
