I don't know where you live but where I live most sporting goods stores carry .28 gauge ammo. I by mine by the case. I would not speak of stopping power when taking about shot guns and fine shot, but rather which gauge will put enough pellets in your bird or rabbit to bring it to hand. I use my .28 ga. for doves Huns and chukars and have used it for ringnecks and it does the job unless you get stupid and stretch the distance you shoot.
