My question was a little deeper:
In military applications the silencer (argue with Maxim and the US Patent office, I will not try and change words to appease anti gunners) has a couple applications:
1. First and foremost flash suppression
2. The silencer makes it harder to interpret shot direction.
And a subsonic .22 (mob favorite) or even a 147gr 9mm with a good can is awfully quiet. I'm not big on talking points or complaining about the mag/clip thing.
