power line sin almost every state I know of are NOT public property period, there run thru public lands at times , but most run thru private lands, either rented or leased right of ways
My suggestion to you would be contact the power company that runs where you'd like to hunt and ask them what the status is, or maybe even local game warden might know(not there job to know but still might)
most local wardens know the land owners in there area!
when in doubt play it safe and DON"T access the lands! no one likes a trespasser! or getting a fine if caught being one!
