The 44-40 max chamber pressure is 13,000CUP which is 11,000psi Sporting Arms and Ammunition Manufacturers’ Institute, Inc.
The 44-40 High Velocity factory loads from 1910 to about 1945 were 22,000cup...ruffly 18,000psi AND NOT FOR REVOLVERS or weak rifles such as the Winchester 73'. The 22,000cup loads were designed for the Marlin 1894 and Winchester 1892 strong action rifles. Winchester 44-40 History Timeline
