My club has about 300 acres of huntable land and over 850 members. Permanent stands are not permitted on club property. All stands must installed on the day of use and removed at the end of the days hunt. A maximum of 20 hunters are permitted on the property/day. Hunters have to sign up for the days they wish to hunt on a first come, first served basis. Hunters must sign in the log book at the start and end of their hunt. Anyone found hunting on a day they were not assigned, leaving a stand, or failing to sign in will lose hunting privileges for the rest of the year. 2 or more offenses, and you lose membership. We have a 6 Point rule also. Anyone shooting a deer with less than 6 points loses their hunting privileges for a year, and all meat from said deer must be donated to the game dinner.
We had similar problems as what the OP posted, and had to amend our bylaws with the rules above. It seems that some people think that they are the club, and the other members don't count.
