With the new
Washington regulations I would/could easily suggest a Knight Rifle.
I prefer the Knight Ultra-Lite. It is a bit above your price standard but it is a lifetime rifle and an extremely versatile rifle in that it can shoot most anything with the availability three different ignition systems. It gives you options
The second option I would suggest is the Knight DISC Extreme. It gives you all of the same options as the ULite but it has a longer barrel and a bit heavier rifle. But it is less expensive.
With either of these rifles I would suggest a Williams FP peep sight on the rear and a Williams front sight combination of ramp, optic front sight and fire sight hood.

THINK because of Washington rules you will need to get a 50 cal. if you plan on hunting elk.
If you were to go with either of these two option I would suggest you get the rifle with FPJ ignition (red plastic jacket), With this option you get a bolt that you use an after market 'bare primer ignition or cap ignition without purchasing a different bolt.
