I dont think so. The Optima Elite was a pre 2009 and had a steel frame.

Optima V2 and Scout V2 are sorta similar. Frames look a lot alike and they both use the same stocks. The Scout V2 45/70 makes a dandy fast twist 45cal ML/SML but the barrel is a little short due to the removable muzzle brake.
