This should be interesting. I just sent the same query to each of the following:

Subject: Black Powder Measure Calibration
BACKGROUND: Our group of black powder shooters have noted that, when set at 100 grains and filled with GOEX FFFg powder, our various adjustable powder measures do not throw charges that weigh the same. The variance between different manufacturer’s measures was as great as ten grains. The filling was done very carefully. We tried filling the measure so as to avoid settling of the powder before striking off overfill, and by tapping the measure to settle the powder as much as possible before striking off overfill.
Some contend measures are calibrated based on the actual weight of 2F black powder, some contend it’s 3F powder, and some contend it’s based on the volume and weight of water, i.e. 100 grain weight of water = 100 grain volume.
QUESTION: Can you provide any information as to how *** Adjustable Black Powder Measures are calibrated?
(*** was Traditions, CVA or TC, as appropriate.)
