Nice thing about Quantico (at least the part that is west of I-95, I think) is there are shotgun/muzzleloader areas.
As for it filling up, perhaps I'm mistaken, but I genuinely believed that you could only reserve a hunt the day prior to actually going. Did you find somewhere a definitive cap on the number of licenses they issue?
