100px × 75px (scaled to 900px × 675px)
As you can see by 100px x 75px its thumbnail sized but im seeing it as 900px × 675px scaled up. Not the actual 800x600 of the uploaded pic. Clicking on the scaled up thumbnail i do see the actual image and its clear.
As far as Win10 next time get Proffesional. You can turn off updates through gpedit.msc (Group Policy Editor) In Win10 Home you can set your connection to "metered" as a work around.

metered,” Windows 10 won’t automatically download updates on it. Windows 10 will automatically set certain types of connections — cellular data connections, for example — as metered. However, you can set any connection like as a metered connection.
