He can't apply for Trinchera. That ranch is enrolled in the Ranching for Wildlife program and only CO residents can apply for those tags. If he wants to hunt there as a non-resident he would have to book the hunt through the outfitter that runs the hunts on the ranch and that will cost at least $10K.
