If the does are staying put like you say, there' ll be bucks in the area. You just need to focus on travel routes to and from beds to food sources. Look for staging areas where the does are congragating before they enter the food sources. Bucks will be near by.
I agree that the buck to doe ratios sound out of wack. Then them out a little and you should see improvement next year.
