Don't know what he's is talking about. Mine came with the tool.

Now I had the Mountain Rifle and then it was replaced with the Apex. Both had the tool. Maybe they stopped doing that.
Don't remember getting one when I bought the replacement 209 BP.

Now as far as the tool goes I never use it when I hand tighten the plug, only to remove it if it is too tight.
