The info is there, there is no reqirement to use urine from a cwd free certified herd. You are willing to risk spreading the disease because urine lures may not spread the disease. I believe there is enough evidence to be proactive. The PGC Veterinarian recommended years ago to ban products that are urine based scents as did the biologists. I take the opposite tack as you, show me the evidence that urine based lures and scent can't spread the disease. There is no evidence to the contrary while there is evidense that says it is entirely possible. A disease that was not all that long ago only on the west side of the Mississippi got to the east side and the wind didn't bring it. I believe VA did the right thing and what they and other states have done should be done in all states. A large number of deer farmers ignore rules that were set up for the movement of animals to prevent the spread of CWD by the various states, I have no confidence that many that collect urine for the making of scents and lures take any precautions to make sure it is being collected from already sick animals that aren't showing the clinical signs of the disease. So, you can continue to hope urine based lures will not spread the disease and ignor the potential, I am not and I will continue to lobby PA to follow VA in what they just did.
