If anyone is using "shelter dogs" as wolf bait, they're going to do the same even when wolves are irresponsibly put on the protected species list. Law abiding hunters are just that, and if there really are douchebags that are getting shelter dogs as bait, they aren't the type of people that are law abiding hunters, and aren't going to care much that they're breaking yet one more law after they're put on the list.

Now, with that said, I wouldn't waste good energy debating any anti on this matter. The facts are the facts, but none of these anti-hunters seem to care about facts, so it's wasted breath to spend time humoring them.
