green swamp and richloam are both walk on areas after the 1st 9 days, so you dont need a quota permit for those. upper and lower hillsborough on the other hand you do. so unless you have a quota you cant hunt there. small game is a diffrent story though. read through the brocheres, theyll tell you everything you need to know.
