To participate in the " World Championship" yes you must qualify. That has always been the case. The " Trophy Round" at the World Championship is not part of the " World Championship" it was set up by the Host of the IBO World Championship for those who didn' t qualify for what ever reason, but still wanted to come to the " World" to shoot.
I think what is confusing you is the " to participate at the World Championship" we will change that to " to participate in the World Championship" .
