Beyond what the law says, that question is situation specific..
If the sneaky guy is your neighbor who has taken you to court five times over the past 10 years, then yes.. you could probably have him arrested.
If your property is surrounded by state land, with no signs posted, and sneaky guy is just some stranger who lives far away, then I would say "probably not"...
Its not always about the law.. cops and prosecutors don't go around arresting everyone for every little infringement. There is some common sense involved.
Beyond that, do what others have said and call your local law enforcement department.
