I was taking I-70 through Nebraska, and saw upwards of 70 birds, with lots of strutting toms. All were along the river, a lake or forest with water near by held plenty too. I don't know if your season is over yet, but there are plenty along the river. Most looked like private property, but they would probably let you hunt.
