I found Spain to be quite hunter-friendly, but only really got a small snapshot of the country, of course. Hunting is a large part of their history and culture and a huge industry over there, so many people in the rural areas understand the economic significance. Like most of Europe, though, it tends to be a sport for at least the moderately-affluent. I had noted to me that it is as large or larger industry than agriculture, which is a bit of a surprise once you see how much farming they have over there. It does have the largest hunting industry in Europe.
Bow hunting Beceite ibex would be a great challenge, but definitely doable. Pretty broken and brushy country for the most part, so would allow some good stalking opportunities. Lots of glassing and true spot-and-stalk which is always fun!
