If some one owns legal pre ban guns and the neighbor sees them placing their AR in the case for a day at the range, the cops are going to get called?
Should be a good way to run up the taxpayer bill and cause a rash of frivilous lawsuits.
Not to mention it simply sets up a situation where fellow humans are going to look at each other with more suspicion or disdain.

Remember the last time the government encouraged people to report violation by their neighbors? Anyone care to guess where and when that happened? Even had kids reporting their parents.
