I was going to try a raw chicken but a road kill deer would be better so they couldn't drag it away.
Every year I get a road killed deer to put out for my cams.
In Indiana you can get road kill but you have to get a permit from the county sheriff to possess the carcass.
It's usually easy if you have a police scanner or you can get on a call list and they will call you to come get it. This is if you want it to eat.
Try telling them you want a day old one to bait coyotes with and you will soon see how dumb your police dept. is
I get tired of telling them that it IS LEGAL to bait coyotes
You might check around and see if there are any meat processors around that you could get scraps from
