Kershaw Blur, good steel and it opens as fast as many autos. I think i paid $60 5-6 years ago and its still going strong.

Pay attention when you buy Kershaws, some have better steel than others even if they look identical. My Snapon Blur also does not have "rubbery" textured inserts. Mine feels like they are etched into the handles and wont slip even if your hands are covered in grease.
The Kershaw Storm II isnt too bad for a $20 knife (Made in USA) and its all stainless. Its a bit heavy and it takes some practice to open it quickly. It is not assisted opening which makes it legal nearly everywhere.
