Affordable and worth the price are different things.
First off: That Primos $40 caller is a practice tool/toy for learning to use mouth calls, not a real E-caller.
Budget friendly light worth the price: $140 XLR-250 green kill light. Probably the best value gun mounted predator light on the market. The Primos gun lights are poor quality. The "250yrd" model will get you about 100yrds of silhouettes, maybe 250 of glowing eyes. They will need the contacts on the wires inside the lamp resoldered within a yr of use. They're about $100, I'd recommend them as a distant second to the XLR-250.
Budget friendly E-caller worth the price: $200 Foxpro Wildfire. Fantastic E-caller, gets more use than my $400+ models. The Spitfire (now replaced by the wildfire) is a fantastic caller as well, you can find close out inventory for $125-150. Sadly, most guys still want about that much used for them since they used to cost $200 new.
I might spend money on other e callers just to try them out, but if luxury spending money ran short, Foxpro is the only E-caller that would get my business. I've been through a dozen or so callers in 20 yrs, they are THE call I would recommend.
