You can put down lime and anything but most parts of fertilizer (anything but nitrogen) early. Phosphorus and potash (the second two numbers in fertilizer) will be fine until spring. Except for possibly frost seeding some clover, other no plow type plots are usually ryegrass (cereal grains would be better), brassicas, and a little clover. Those are better early fall planted in most of the country, but may be better late summer planted up there.
